The 1910 Federal census for this family (accessed on the subscription service ancestry.com) lists...
Thomas J. Starcher head age 48
Mary E. Starcher wife age 47
Fred A. Starcher son age 20
Carl Starcher son age 18
Leona M. Starcher daughter age 13

The 1920 Federal census, Summit County Ohio, Norton South, (accessed on the subscription service ancestry.com) indicates...
Fred A. Starcher head age 30 birthplace West Virginia
Ruth L. Starcher wife age 26 birthplace West Virginia
Wilburn H. Starcher son age 8 birthplace West Virginia (birth record 9/11/1911 - see below)
Thelma G. Starcher daughter age 6 birthplace West Virginia (birth record 2/1/1913 - see below)
Mildred M. Starcher daughter age 5 birthplace West Virginia
Beatrice R. Starcher daughter age 3 1/2 birthplace Ohio

There is good evidence that this family represents the Fred A. Starcher under consideration. Birth records online AT THIS LINK record the birth of Wilburn Harold Starcher, born 9/11/1911 on Daniels Run, Calhoun County WV to Frederick Starcher and Ruth Starcher, birth reported by Aseneth Norman, midwife. The birth for Thelma G. Starcher is similarly recorded AT THIS LINK.

In that Mildred was born in West Virginia about 1914-15, and Beatrice was born in Ohio in 1916, it would seem that Fred and Ruth moved to Barberton about 1915 or so. This is about the same time that Fred's siblings Leona and Roy moved to Barberton.

However, a birth record AT THIS LINK documents the birth January 14, 1919 of Madelyn Starcher to Fred and Ruth Starcher, born on Daniels Run. A cryptic note found in the personal effects of Viola Starcher Cogar indicates Madlyn Phebbie Starcher, born January 14, 1919, died September 22, 1919.

There is a social security death index record (available at the subscription service ancestry.com) indicating...
Name: Fred Starcher
Last Residence: 44203 Barberton, Summit, Ohio, United States of America
Born: 20 Jan 1889
Died: Feb 1973 (Ohio death records indicate February 16, 1973)
State (Year) SSN issued: Ohio (Before 1951)
It seems reasonable to assume that the entry above represents the Fred A. Starcher in question.

Of particular note, Ohio death records, available at the subscription service ancestry.com indicate, regarding Wilburn H. Starcher (son of Fred and Ruth Starcher)...
Name: Wilburn H Starcher
Birth Date: 11 Sep 1911
Birth State: West Virginia
Residence City: Barberton
Residence County: Summit
Residence state: Ohio
Death Date: 18 Dec 1992
Father's Surname:
Mother's Maiden Name: Workman
Marital Status: Widowed
Of note, this would most certainly be Wilburn Starcher, son of Fred and Mary Starcher - and this record indicates Mother's Maiden Name as Workman. Thus, the tie-in to the marriage record cited above.

Regarding Ruth Workman Starcher, Ohio death records available at the subscription service ancestry.com indicate...
Name: Ruth L Starcher
[Ruth L Workman]
